    Abstract

    This chapter introduces the regional dimension of maritime security governance in the Western Indian Ocean. It discusses major multilateral capacity building projects in the region and provides a foundation for a deeper understanding of activities described in the proceeding chapters. These include the International Maritime Organization, the United Nations Office on Drugs and Crime and the European Union. The chapter provides both an introduction to core actors and projects but also contextualises the following country cases in a broader regional environment.
