Tackling Informalities for Socioeconomic Growth: The Role of Digital Transformation

Abstract

Tackling informalities is a problem faced by many economies , especially developing and emerging nations. Informatics often refer to actions, behaviours, or expressions that do not follow strict rules, formal procedures, or official standards. Informal businesses are characterized by NOT being officially registered, operates without following all legal or regulatory requirements, Usually does not pay taxes, is less structured, often no formal contracts with employees, often small-scale. Informality is associated with significant development challenges that hinder economic growth, entrench poverty, weaken governance, and leave workers and firms vulnerable. It causes slower economic growth and lower productivity, higher poverty and inequality, weaker governance and inclusive public services, higher vulnerability and reduced resilience to crises. Since these issues are deeply interconnected, a comprehensive and tailored policy approach to address the root causes of informalities is critical. Informalities causes extreme poverty headcount, low fiscal performance (government revenue and expenditure), low bureaucracy quality, low law and order and low control of corruption, weaker policy effectiveness and low productivity.

Countries are consistently seeking and adopting ways to formalize businesses because of the enormous benefits that formalization provides, including improving a business bankable status, better record-Keeping, transparency and thus access to finance, better legal protection, opening market opportunities, boosting business growth and resilience, access to government support, improved reputation and brand trust, and strengthening the economy through taxes, job creation, innovation and systemized efficient resource utilization that allows for process optimization and automation for higher productivity. In economies where youth population is large and most of the them are embracing entrepreneurship, formalization allows the country to efficiently harvest the demographic dividend. Formalization enables a country to improve their fiscal performance by expanding the tax base and increasing tax revenues.

There is need for Harmonization, Standardization, Transparency and Expanding Opportunities for businesses. This requires Digital Transformation as a strategic option. Digitalization enables better data for Policymaking and allows a business to take on formality in small, accessible, low-cost steps that match the business needs.
