Abstract

Security has become a dominant issue in the international development debate in recent years. In addition to current events such as the still high number of fragile states that are unable to perform their core tasks adequately, or the phenomenon of transnational terrorism, what contributes to this topicality is that development policy objectives coincide with the self-interests of rich states, but mutually reinforce each other also compete with each other. Accordingly, the relationship between security and development or development cooperation is currently being discussed controversially.
