The negative impact of technological innovation and the governance challenges of emerging technologies have caused research and policy attention to "responsible innovation". Based on the literature research, this paper builds an integrated framework of "connotation-theory-method" through a systematic review of the subject literature of responsible innovation, and systematically reviews the conceptual connotation, common theoretical basis, and practical application methods of responsible innovation. The research conclusions show that the connotation of responsible innovation is mainly based on three aspects: the perspective of internal attributes, the perspective of innovation process and management, and the perspective of evaluation of innovation results. , Branch theory, innovation theory, innovation diffusion theory; typical application methods of responsible innovation involve rooted research, ethical analysis, real-time technology assessment, "humble" technology and participatory governance law, upstream public participation technology governance, midstream modular technology Governance, technical social assessment, etc.
