Abstract

This Policy Brief identifies and explains a significant challenge for security sector reform (SSR) in Kosovo. It details a relative lack of inclusion of local knowledge agencies in Kosovo's SSR, with international agencies having proven to be overly influential in the processes of reform. The Policy Brief presents the case for a strong local participatory role SSR in Kosovo and recommends pathways to achieving this objective.
