Author's note: The International Journal of Health Services is a peer-reviewed journal with one of the higest international impact ratings of any health-related journal, and can make it hard for contributors to get their work published.The author was commissioned to write this 7,000 word article by the journal's founder and editor Vincente Navarro, to follow on and update analytical articles from various British authors including Prof David Hunter of Durham University.
The brief was to give a more comprehensive and up-to-date perspective on the controversial legislation which at that point was still going through the British Parliament.
The article submitted was subject to rigourous editing and the journal imposes rigid requirements for referencing, and in a different style from the conventional Harvard style used in Coventry and many other publications, and this meant that this paper had to be solidly based on dependable sources.
