Abstract

This discussion paper briefs participants for the Global Conference on the Regulation of International Recruitment, 2019, the first event of its kind. The conference represents an opportunity to bring together people who are engaged in the day-to-day job of drafting, implementing and enforcing the regulation of recruitment. The aim of this paper is to elaborate approaches to regulating recruitment: through licensing; recruitment fee regulation; monitoring & enforcement; bilateral, multilateral and multi-stakeholder approaches; and transparency and public procurement requirements. The paper also identifies key challenges in effective regulation as well as offering questions to guide participants’ thinking in advance of the conference.
