Abstract
Development policy has been changing since the 1990s. The question of armed conflicts and wars in the peripheries has replaced »sustainability« as a new and central problem. This process is not the same for all actors. Rather, specific rationalities of control become visible, which can be summarized with Foucault's concept of governmentality.
In a comparison of the development policy practice in the USA and Germany, this study works out the differences in the concepts and institutional orientations and analyzes their implementation in Sri Lanka.
