DEC Agencies Mapping: Inclusion, accountability and transparency

    Abstract

    Two years after the devastating earthquakes in Nepal, a partnership comprising Coventry University, ActionAid and HelpAge Nepal is undertaking an action research project to investigate Community-Led Reconstruction (CLR) approaches. CLR seeks to increase inclusion and accountability to disaster affected communities, ensuring marginalised groups are included. The overall goal of the research is to provide learning and evidence on implementing community level recovery and reconstruction programmes and to improve performance and enhance accountability to disaster affected people and financial transparency and accountability to international donors.
    Complementary to the more focused Action Research undertaken in Help Age and ActionAid’s project locations, DEC requested a mapping document to provide a snapshot of how inclusion, accountability and transparency (IAT) are considered both in planning and practice across all DEC members active in post-earthquake reconstruction in Nepal. This document provides an opportunity for DEC agencies to share experiences and insights on measures and indicators of IAT, to capture key lessons learned on what works and explore the main challenges and enabling factors.
