Abstract
During its first three years, while the Big Local programme and Local Trust were still getting established, Local Trust commissioned IVAR to carry out annual learning reviews. These were designed to help Local Trust use data from Big Local areas to question, learn from and adapt the Big Local programme. This annual review looks at how the national programme has been working against the Big Local theory of change, providing a number of observations about what has supported Big Local areas to make progress and start to create impact
