An Evaluation of Obstacles Preventing Implementation of TQM in Libyan Organisations

    Abstract

    This paper examines the obstacle and factors that contribute to prevent implementation of Total Quality Management. In order to achieve these objectives an extensive literature review and adopting structured quantitative and qualitative survey on Libyan companies. Data was collected from companies in Tripoli (capital city of Libya) who use the ISO 9000 system. The data was analyzed by using PASW to identify that there are nine main barriers in the implementation of Total Quality Management. From these nine barriers five were seen as statistically significant from the mean at p= 0.05 level. This finding shows that Libyan industries have difficulty in implementing Total Quality Management. Quality and general manager from a number of organisations in Libya were interviewed in order to help identify the obstacles of using TQM. The initial finding suggests that there are number of factors that prevent progress are associated with lack of skilled labour,
    employees resistance, lack of management commitment and leadership. This paper aims to help solve these obstacles by developing a generic company-wide framework which will facilitate the adoption of quality management principles.
