This report was commissioned by the Dutch embassy in Kabul. This report identifies changes in community perceptions of the justice system in Kunduz province, with a special focus on the Dutch Integrated Police Training Mission (IPM) and the broader ‘rule of law’ programming and development in Kunduz province.
