    Abstract

    This 2013 progress assessment is the second in a series of three annual assessments monitoring the impact of the Dutch Integrated Police Training Mission (IPM) in Kunduz province, Afghanistan. This report was commissioned by the Dutch embassy in Kabul. This report identifies changes in community perceptions of the justice system in Kunduz province, with a special focus on the Dutch Integrated Police Training Mission (IPM) and the broader ‘rule of law’ programming and development in Kunduz province.
