Since September 2023, through the implementation of 'Transcending Borders: Strengthening Coordination, Detection and Management of Migration-Related Transnational Organized Maritime Crime in Indonesia' (STREAM) project, IOM has supported the GoI in improving multi-agency coordination and strengthening its national capacities to enhance security at sea.

As part of this project, IOM has partnered with Coventry University (CU) to conduct in-depth research and gaps analysis, with fieldwork in Indonesia, including key stakeholders’ interviews and consultation meetings, to explore the roles and mandate of relevant stakeholders in maritime security and the institutional, legal and operational challenges in addressing migration-related Transnational Organized Crimes (TOC) at sea.

The project has contributed in strengthening coordination capacities of Indonesian institutions and the research provided solid evidence that contributes to guide future project interventions and government efforts.
Between March – November 2024, as part of this project, 27 in-depth interviews and multiple stakeholders' consultation were conducted across the project targeted areas engaging 13 institutions, both Government Ministries and Law Enforcement agencies. This research helped to enrich the contextual understanding of local dynamics and institutional coordination in Indonesia’s maritime zones and reflects the project’s commitment to a comprehensive and inclusive approach in supporting national maritime governance efforts.

The research findings highlight a strong foundation of institutional engagement in maritime security, with government institutions including Indonesian National Police, The Maritime Security Agency, Ministry of Immigration and Correctional Affairs, Ministry of Maritime Affairs and Fisheries, as well as other pertinent national stakeholders actively contributing to ongoing efforts. While each institution brings unique mandates and capabilities, the study presents an opportunity to further align operational priorities and enhance coordination mechanisms.
